Meeting to be held October 30
TEMPLE, TX (October 23, 2025) – The City of Temple invites residents to attend a public meeting on October 30 to provide input on the first two phases of the city's Unified Development Code (UDC) update.
WHAT: Unified Development Code Updates Public Meeting
WHEN: Thursday, October 30, from 5:30 p.m. to 7 p.m.
WHERE: City Hall Council Chambers, located at 2 N. Main St.
The UDC serves as a comprehensive guide to development regulations, outlining standards for zoning, subdivisions, signage, building design, and overall land use. Originally adopted in 2010, the UDC is being updated to reflect Temple's significant growth and changes in state law over the past 15 years.
Temple has grown tremendously since 2010, and it’s important that our development standards grow with it. These updates will help ensure our community continues to develop in an orderly and consistent way.

The city is working with White Smith Cousino (WSC) to update the UDC through a seven-phase process, each focusing on specific sections of the code. Phases 1 and 2 include signs and agency roles and procedures, and these topics will be the focus of the upcoming meeting.
The UDC updates are designed to:
- Ensure consistency with the city’s Comprehensive Plan and related policies
- Reflect current changes in state law
- Enable faster approvals for certain plats and zoning applications
- Provide greater flexibility in design standards for buildings and signage
- Simplify and clarify regulations for both residents and developers
Throughout the process, the city will hold a total of three public meetings to gather feedback. Community input will play an essential role in shaping the final document, which will be presented to City Council for approval following completion of all the phases.
