Public comment period to begin April 26, with public hearings to be held May 21 and June 4
TEMPLE, TX (April 28, 2026) – The City of Temple is inviting residents to review and provide input on proposed amendments to the 2025–2029 Consolidated Plan and 2025-2026 Annual Action Plan. The amended plans and application materials will be available for public review for 30 days beginning Sunday, April 26, and the review process will also include two public meetings.

As a recipient of federal Community Development Block Grant (CDBG) entitlement funds from the U.S. Department of Housing and Urban Development (HUD), the city is required to maintain a Citizen Participation Plan, which outlines how residents can provide input on program changes.
The proposed amendments to the 2025–2029 Consolidated Plan and 2025 Annual Action Plan will allow the city to apply for funding through HUD’s Section 108 Loan Guarantee Program. The city intends to request approximately $3,785,325 in financial assistance to support public infrastructure improvements associated with the Little Flock Community project.
The Consolidated Plan serves as a five-year framework outlining how the city will meet federal CDBG program goals and community needs. Amendments are required when significant changes are made to planned activities or funding priorities.
