
Meeting Notice\Agenda Overview
The Temple City Council will be considering several items related to data center development during the upcoming September 17 regularly scheduled meeting, including the following items:
- An amendment to Rowan’s existing Tax Abatement Agreement that would strengthen the requirements of the existing agreement without reducing the company’s investment commitment, extending the abatement period, or granting new incentives.
- A Development Agreement for Phase 1B (Project Lasso), which establishes project-specific development requirements.
- An Infrastructure Agreement that establishes Rowan’s financial responsibilities for infrastructure improvements necessary to serve the development and includes separate contributions toward community capital improvement projects.
- Utility Service Agreements establishing water and wastewater limits for the three Rowan project sites (Phase 1/1B – Temple/Lasso, Phase 2 – Stampede, and Phase 3 – Ranger), including the ability to monitor and meter, infrastructure requirements, timing and staging of water use, and enforcement mechanisms including mechanically limiting devices.
These agreements address different aspects of the project’s development, including development requirements, infrastructure responsibilities, and restrictions on the use of the City’s water and wastewater systems.

- An amendment to Chapter 38 of the City’s Code of Ordinances, requiring Utility Services Agreements for certain projects
- Several proposed amendments to the Unified Development Code (UDC) related to data center development
- Voluntary Annexation and Zoning (Planned Development – Light Industrial) requests for property related to Rowan’s Phase 1B (Project Lasso)
- Tax Abatement Reinvestment Zone designations
