Over the past several months, we've heard from residents who have questions about data center development, individual projects, and the City's review process.
Over the coming weeks, residents will see several data center-related items on public meeting agendas. Many of these items being proposed are not new projects, and they are related to projects the community has previously seen that are now moving through different phases of the City's development process.
As a part of that development process, the Temple Planning & Zoning Commission will consider several items related to data center development during its August 17 meeting. Items for consideration include:
- Proposed Unified Development Code (UDC) Amendments: The Commission will consider proposed amendments to the City's Unified Development Code that would establish a consistent review process should any future data center projects be proposed. Data center projects have always been subject to the City's zoning, engineering, utility, fire, building, environmental, and public review processes. The data centers approved or under development were reviewed through the current zoning process, where project-specific standards were established to address topics such as noise, lighting, landscaping, buffering, traffic, and site design. The proposed amendments would apply to future proposed projects by requiring a Conditional Use Permit (CUP), even in zoning districts where data centers are otherwise permitted. This would provide an additional public review process and allow the City to require project-specific conditions, technical studies, and supporting documentation before a project could move forward.
- Zoning: This is for a subsequent building related to Rowan's initial phase in Synergy Industrial Park. You may see this project referred to as Lasso by Rowan. It is not a new data center project. It is the replacement location for a portion of the first phase of Rowan's project after Rowan agreed to assign a purchase contract to the City for a tract of land the City needed for it's landfill expansion project. This allowed the City to acquire that property directly from the landowner.
- Plat - Synergy Industrial Park: A plat creates legal lots, easements, rights-of-way, and utility corridors. It does not determine whether a property can be developed or how it may be used.
Residents are encouraged to participate in the public process. Meeting agendas, supporting documents, and additional information are available through the City's Data Center Information Hub and on the City's public meeting webpage.
The City is also expanding its Data Center Information Hub with project information, frequently asked questions, and educational resources to make it easier for residents to find information in one place.
